About This Manual
This manual has been written to help the users of Fire No Objection Certificate (NoC) application to understand and use the product. The chapters in this manual are organized to present the functional and operational capabilities of Fire NoC. It explains the procedures to the citizen to initiate and complete the fire NoC application and make payment for the charges and fees for the request. Introduction to Fire NoC
Fire NoC is an application developed on DIGIT platform by eGovernments Foundation to facilitates citizens to apply online for no object certificates of fire from ULBs and employees of ULBs to issue certificates in an efficient and transparent manner. A citizen can apply for provisional (pre-construction) and new (post-construction) fire NoC online without visiting ULB and application takes care of all the stages of the life cycle of the Fire NoC process. The ultimate goal the application is meant to achieve are making the application, processing, and issuing of NoC transparent to the citizen, eliminate current manual process existing across the ULBs, better citizen service and better interaction between ULB employees and citizen.

User Roles and Allowed Actions
The Fire NoC issuance process involves various activities which are performed by different types of users such as citizen as well as ULB employees. All the users are associated with their roles and associated allowed actions in the NoC issuance process. In the below tables, details of user roles and actions are explained.
Role | Role Description |
Citizen/Applicant | The citizen can submit an NoC request online in the application along with payment of charges and fees. An applicant may be a person or any institutional body. |
ULB Counter Employees | ULB counter employees can apply NoC request on behalf of citizen and submit the application in the system. They can be authorized to collect NoC fees and record it into the system to initiate the application process |
Licensing Clerks/Document Verifiers | Licensing clerks/document verifiers are ULB employees who verify the supporting documents and information submitted along with NoC application form. If the information, as well as documents, are correct they can forward an application for field inspection as per next stage in the workflow. For incorrect information or any discrepancy in documents, the NoC application is rejected by the licensing clerks. |
Licensing Inspectors/Field Inspectors | Licensing inspectors/field inspectors are ULB employees who carry out the field visit to the location of the property and physically verify and corroborate the information provided by the applicant. Apart from that, they also verify whether recommended safety precautions, rules, and regulations are adhered by the applicant. If the inspection process is found satisfactory, licensing inspectors can forward an application for approval as per workflow. Similarly, if any deficiency found in the inspection, the NoC application request is rejected. |
Licensing Officer/Approver | Licensing officer is the final authority from ULB who verifies the NoC applications, check the reports and documents submitted by previous users of the workflow stages and either approve or reject the request. For approved requests, requesting citizens receive the copy of the NoC Certificate generated from ULB |
ULB Administrator | ULB administrators are employees who are responsible for monitoring the collection drive for Fire NoC and plan ULB revenue targets |
The NoC issuance process involves a role-based workflow model where every role in the workflow is allotted a set of actions which are necessary for carrying out required operations.

Verify and Forward | This action moves the application to the next stage of the workflow process and also assigns the task to the next user in the workflow if needed | Licensing Clerk |
Approve | This action is in the last stage of application workflow which will approve the Fire NoC application | Licensing Officer |
Reject | This action rejects an application. The rejected application cannot be processed further in the workflow. The citizen is not allowed to re-apply with the same application. | Licensing Officer, Licensing Clerk, Licensing Inspector |
Send Back | This action sends back the application to the immediately previous state of the application | Licensing Officer, Licensing Inspector |
