About This Manual

This manual has been written to help the users of Fire No Objection Certificate (NOC) application to understand and use the product. The chapters in this manual are organized to present the functional and operational capabilities of Fire NOC. It explains the procedures to the citizen to initiate and complete the fire NOC application and make payment for the charges and fees for the request. In case of further assistance please send an email to contact@eovernments.org

This manual is intended to assist citizen on how to initiate an application for fire NOC, pay fire NOC fees and proceed further.

Introduction to Fire NOC


Fire NOC is an application developed on DIGIT platform by eGovernments Foundation to facilitates citizens to apply online for no object certificates of fire from ULBs and employees of ULBs to issue certificates in an efficient and transparent manner. A citizen can apply for provisional (pre-construction) and new (post-construction) fire NOC online without visiting ULB and application takes care of all the stages of the life cycle of the Fire NOC process. The ultimate goal the application is meant to achieve are making the application, processing, and issuing of NOC transparent to the citizen, eliminate current manual process existing across the ULBs, better citizen service and better interaction between ULB employees and citizen.


Features of Fire NOC


Features

  • Citizens can apply for Fire NOC application through various channels such as by mobile app or web application or physically at a ULB counter
  • There are different types of applicants are available in the Fire NOC application such as single, multiple, institutional private and government. A citizen may fall into any of them except government.
  • The applicant has been given provision to apply NOC for single or multiple buildings or premises.
  • The applicant can apply for provisional (pre-construction) and new (post-construction) fire NOC
  • The Fire NOC application provides an option to the citizen to review the NOC request before submission as well as pay the application fee online
  • Using the Fire NOC application, an applicant can track the status of an already submitted request 
  • The Fire NOC application provides the facility of ddownloading and printing QR code-enabled application confirmation form, payment receipts, and approved NOC certificate for the request


User Roles and Allowed Actions


The Fire NOC issuance process involves various activities which are performed by different types of users such as citizen as well as ULB employees. All the users are associated with their roles and associated allowed actions in the NOC issuance process. In the below tables, details of user roles and actions are explained.

Citizen/Applicant

The citizen can submit a NOC request online in the application along with payment of charges and fees. 

An applicant may be a person or any institutional body.

ULB Counter EmployeesULB counter employees can apply NOC request on behalf of citizen and submit the application in the system. They can be authorized to collect NOC fees and record it into the system to initiate the application process
Licensing Clerks/Document VerifiersLicensing clerks/document verifiers are ULB employees who verify the supporting documents and information submitted along with NOC application form. If the information, as well as documents, are correct they can forward an application for field inspection as per next stage in the workflow. For incorrect information or any discrepancy in documents, the NOC application is rejected by the licensing clerks.
Licensing Inspectors/Field InspectorsLicensing inspectors/field inspectors are ULB employees who carry out the field visit to the location of the property and physically verify and corroborate the information provided by the applicant. Apart from that, they also verify whether recommended safety precautions, rules, and regulations are adhered by the applicant. If the inspection process is found satisfactory, licensing inspectors can forward an application for approval as per workflow. Similarly, if any deficiency found in the inspection, the NOC application request is rejected.
Licensing Officer/Approver

Licensing officer is the final authority from ULB who verifies the NOC applications, check the reports and documents submitted by previous users of the workflow stages and either approve or reject the request. For approved requests, requesting citizens receive the copy of the NOC Certificate generated from ULB 

ULB AdministratorULB administrators are employees who are responsible for monitoring the collection drive for Fire NOC and plan ULB revenue targets

The NOC issuance process involves a role-based workflow model where every role in the workflow is allotted a set of actions which are necessary for carrying out required operations.

Reject

Send Back

Refer for Opinion

NOC Details

  • In Fire NOC Application screen, the applicants need to specify the type of NOC they are requesting for. There are two options available for types of NOC as New and Provisional
  • Applicants need to select Provisional for Pre-Construction NOC or 
    New for Post-Construction NOC 
  • If applied for New NOC, applicants have to provide provisional fire NOC for the construction number which will fetch all information of applied previously through DIGIT system
  • After filling information, click on NEXT STEP which is given on the bottom right of the screen

Property Details

  • In the next stage of the application enter Property Details in the application.
  • An applicant can request Fire NOC for single or multiple buildings and accordingly additional building details need to be entered
  • Depending on the information provided for Building Usage Type and Subtype fields, UoM value is generated in the application

Building Usage Subtype as per NBCSelect the usage sub-type of building from the drop-down list of standards defined by NBC. For example, for commercial type, subtypes may be a shopping mall, cinema hall, restaurant etc.
No Of FloorsSelect the number of floors (excluding basement but including ground floor) the building has from the drop-down list
No Of BasementsSelect the number of basements the building has from the drop-down list
Ground Floor Built-up AreaEnter the built-up area (the carpet area plus the thickness of outer walls and the balcony) of the ground floor of the building in sq meter
Height of the building from Ground FloorEnter the total height of the building in meters measured from the ground floor

  • After adding property details, enter location details of the property for which NOC is requested
  • Applicants can enter Property ID using the SEARCH button and enter other details such as Plot/Survey Name, Mohalla, PIN Code, etc.
  • Applicants can use Location on Map field to enter the GPS location of the building in Google Map

Applicant Details - Individual/Multiple

  • In the next stage of the application, select the applicant type from the drop-down list. 
  • Available applicant types are individual, multiple or institutional private/government. The required information regarding individual and multiple applicants are identical. However, for individual, the application captures data for one applicant whereas for multiple it captures for more than one applicant
  • Enter details of the applicant(s) like Mobile Number, Name, Gender, Date of birth, etc. and proceed to the next stage

Mobile NoEnter the registered mobile number of the applicant and click on Search to fetch details

Date Of BirthEnter the date of birth of the applicant as per Government identity proof documents
EmailEnter the email id of the applicant for further communications and notifications
Father/Husband's NameEnter the name of the father or husband of the applicant
RelationshipSpecify the relationship whether Father or Husband using the radio button
PAN NoEnter the PAN card number of the applicant
Correspondence AddressEnter the address of the applicant where further correspondence regarding the application will be sent
Special Applicant CategorySelect special applicant category from the drop-down list if the applicant belongs to one of them.

Applicant Details - Institutional Private/Govt

  • In the next stage of the application, select the applicant type from the drop-down list according to the requirements
  • Available applicant types are individual, multiple or institutional private/government
  • Select Applicant Subtype from the dropdown list which is populated according to value selected as Institutional-Private or Government as Applicant Type. 
  • Enter details of the applicant like Name Of Institution, Name of Authorised Person, Mobile Number of Authorized Person, etc. and proceed to the next stage

Select Institutional-Private or Institutional-Government from the drop-down list as per the type of the property for which NOC is applied

Applicant Sub Type

Select Applicant Subtype from the dropdown list which is populated according to value selected as Institutional-Private or Government as Applicant Type.

Name Of InstitutionEnter the registered name of the institution on behalf of which applicant is requesting NOC
Official Telephone NumberEnter the official contact number of the institution
Name Of Authorized PersonEnter the name of the authorized person from the institution
Designation in InstitutionEnter the designation of the authorized person in the institution
Mobile No Of Authorized PersonEnter the registered mobile number of the authorized person in the institution
Email Of Authorized PersonEnter the email id of the authorized person in the institution for further communications and notifications
Official Correspondence AddressEnter the address of the authorized person in the institution where further correspondence regarding the application will be sent
