Environment	Product UAT

This version of Water & Sewerage allows users to:

Edit existing water or sewerage connection information using a workflow approval process
Associate a non-owner (connection holder) of the property to any connection

Apart from these, a non-owner can also apply for a new connection, track application and view bills/receipts in his/her name.

The 'Edit connection details' for W&S is equipped to facilitate citizens and employee to cater following use cases:

Replacing property ID for inactive properties
Changing property details
Legacy data migration
- Missed attributes at the time of migration
- Incorrect mapping of attributes
Non metered to Metered drives
Change of connection holder details
