About This Manual

This manual has been written to help the users of Fire No Objection Certificate (NOC) application to understand and use the product. The chapters in this manual are organized to present the functional and operational capabilities of Fire NOC. It explains the procedures to the citizen to initiate and complete the fire NOC application and make payment for the charges and fees for the request. In case of further assistance please send an email to contact@eovernments.org



Intended Audience

This manual is intended to assist ULB employees of different roles such as NOC counter employee. Licensing Clerk, Licensing Inspector, and Licensing Officer on various activities such as initiation of NOC request on behalf of citizen, supporting document verification for NOC, field inspection and approval of the request.

Introduction to Fire NOC


The eGovernments Foundation has developed the Fire NOC application on its DIGIT platform. 

The application makes the process of obtaining a fire No Objection Certificate (NOC) easy, smooth and transparent. It eliminates the current manual process by automating and streamlining it, thus providing a better citizen service experience with the Urban Local Body (ULB) employees. The application allows:

  • ULB employees on behalf of citizens to request for and get fire NOCs for their properties, online
  • ULB employees to issue the NOC in an efficient and transparent manner
  • ULB employees on behalf of citizens request for provisional (pre-construction) and new (post-construction) NOCs online



Features of Fire NOC


Features

  • ULB employees on behalf of citizens can apply for Fire NOC application through various channels such as by mobile app or web application or physically at a ULB counter
  • There are different types of applicants are available in the Fire NOC application such as single, multiple, institutional private and government. A citizen may fall into any of them except government.
  • The applicant has been given provision to apply NOC for single or multiple buildings or premises.
  • The applicant can apply for provisional (pre-construction) and new (post-construction) fire NOC
  • The Fire NOC application provides an option  to review the NOC request before submission as well as collect the application fee by cash, cheque, debit or credit card, DD and record the same in the system
  • Using the Fire NOC application, an applicant can track the status of an already submitted request 
  • The Fire NOC application provides the facility of ddownloading and printing QR code-enabled application confirmation form, payment receipts, and approved NOC certificate for the request
  • ULB employees can perform all the activities of workflow such as verification of documents, record field inspection details and final approval of the NOC request. For these activities, apart from approval or rejection of requests, they can refer an application for an opinion or comment from employees in the same role
